For many students, research starts with Google Scholar. But useful papers often lead to publisher paywalls, making literature reviews difficult for final-year projects, dissertations and research papers.

One Nation One Subscription (ONOS) is a Government of India initiative designed to improve access to scholarly research. Eligible institutions can access 13,000+ full-text journal titles across 27 subject categories, with 6,500+ institutions currently listed on the official ONOS portal.

ONOS is not a course or scholarship. It is research infrastructure that can help students find and use high-quality academic literature.

What Is One Nation One Subscription (ONOS)?

One Nation One Subscription (ONOS) provides eligible higher-education and research institutions with access to international scholarly journals and research publications.

ONOS began operations on 1 January 2025, with Phase I covering 2025–2027. The programme is coordinated through INFLIBNET, with approximately ₹6,000 crore allocated for the three-year period.

The portal currently provides access to 13,000+ journal titles across 27 broad subject categories, including engineering, computer science, medicine, science, social sciences, arts and humanities.

Why Should Students Care?

For a project such as AI-based fraud detection, finding papers is easy. Finding enough quality research to understand datasets, models, evaluation methods and research gaps is harder.

ONOS can help students access research across areas such as: Artificial Intelligence and Machine Learning, Cybersecurity, Software Engineering, Robotics, Electronics, Medicine, Economics, Biotechnology

A strong literature review is not simply about collecting papers. It involves understanding and building on existing research.

Which Publishers Are Included?

ONOS provides access to journals from major academic publishers and organisations, including:

Elsevier, IEEE, ACM, Springer Nature, Wiley, Taylor & Francis, Oxford University Press, Cambridge University Press, American Chemical Society

For engineering and computer science students, this can be particularly useful for research in AI, machine learning, cybersecurity, software engineering and distributed systems.

Google Scholar helps you discover research; ONOS can provide institutional access to covered full-text resources.

Is Every Indian College Covered?

No, ONOS access is available through eligible participating institutions, not automatically to every college or student.

The official directory currently lists 6,500+ member institutions. Students should search for their college or university in the directory and contact their library or ONOS nodal officer for access instructions.

Access can depend on the institution's setup, including campus network authentication or remote authentication through INFED.

So, seeing a publisher paywall from home does not necessarily mean your institution lacks ONOS access.

ONOS Is More Than Reading Papers

ONOS also provides publication support in selected cases.

The programme supports Article Processing Charges (APCs) for selected eligible Gold Open Access journals and has Read-and-Publish agreements with certain publishers.

For example, the ONOS-ACM agreement provides eligible authors from participating government-funded institutions with publication support under the agreement.

However, not every journal or paper is automatically covered. Students should always check the current eligibility and journal list.

How Students Can Actually Use ONOS

Do not treat ONOS as a folder for downloading random PDFs. Start with a focused research question and use technical keywords related to your topic.

Research Workflow

A simple research tracker can record:

This makes it easier to build a structured literature review instead of simply collecting papers.

Knowledge Corner: What Is an APC?

  • APC stands for Article Processing Charge.
  • It is a fee that some academic journals charge authors for publishing research under certain open-access models.
  • ONOS provides APC support for selected eligible journals, based on the programme's criteria.
  • Students should check eligibility before assuming that publication costs will be covered.

What Should Students Do Now?

  • Check whether your institution is listed in the official ONOS member directory.
  • Contact your college library or ONOS nodal officer.
  • Learn how campus and off-campus access works.
  • Use ONOS for your final-year project, literature review, research paper or dissertation.
  • Focus on understanding important papers rather than downloading hundreds of them.
  • The goal is not to collect PDFs. It is to build evidence for your research decisions.

The Bigger Opportunity

  • ONOS addresses one of the major challenges students face in academic research: access to scholarly literature.
  • The official portal currently reports 13,000+ journal titles and 6,500+ member institutions, showing that the system operates at significant national scale.
  • For students, the research process can be viewed as:
  • Finding → evaluating → comparing → questioning → building on published evidence.
  • ONOS gives eligible institutions a larger academic research library to support that process.
